In 2019, the Indian government revoked Article 370, which granted special status for Jammu and Kashmir. The news had a profound impact on a cancer-ridden Pakistani army general named Qadir, who decided to exact vengeance against India. He signed a contract with Jim, who led “Outfit X,” a private terrorist organization, to carry out his plan. Meanwhile, Pathaan, a former RAW agent, and his senior officer, Nandini Grewal, opened a unit called the “Joint Operations and Covert Research” (JOCR) unit. The unit’s objective was to recruit former RAW agents who had been forced to retire due to past trauma or injury but wanted to serve their country.

With the acceptance of RAW joint secretary Colonel Sunil Luthra, Pathaan and his team headed to Dubai to stop Outfit X’s plans of attacking the President of India at a scientific conference.
